Caddo Courthouse monument with the Third National Flag of the Confederate States of America, aka “the Blood-Stained Banner.”Original meeting was convened at the Church of the Holy Cross, 875 Cotton Street in Shreveport in the summer of 2011. Membership was a diverse section of religious leaders, cross-cultural and multi-racial. After a series of meetings, a letter-writing campaign, editorials, email blasts and media communications the Caddo Parish Commission determined that the land belonged to the parish commission and the use of the plot could be determined by commission vote.

Caddo Courthouse monument with U.S. flag.At the November 3 meeting of the Caddo Commission, after proper protocol, a vote finalized that the Confederate flag would be removed from the monument the next day. It was believed by the public that the removal would be at 4 PM, however to avoid ceremony and controversy, the flag was removed early in the morning.
